Question about Weapon Specialists

not clear to me if the Ranged bonus is 333% when at 10 stacks or if the next 10 shots have 33% crit chance added?

I’d wish for the 2nd and cannot see why anything beyound 100% is helpfull.
There is a lot of Crit Chance nodes, perks, blessings and i dont see why one want to have more than 100%.

The question rather is where to get the high crit chance from,
Weapon Specialist or Deadshot for example or anything else and why to stack it up?

33% on one shot. I guess they meant 3.3% that stacks 10x
