From the “Bug Fixes” section of the patch notes: “Fixed an issue where the Psyker ‘Empathic Evasion’, ‘Mettle’, and ‘Perfect Timing’ talents didn’t consistently trigger.”
The change seems to have been to trigger these talents when a crit is fired, rather than when a crit actually hits a target. This has two significant issues. Firstly, it means they will trigger when shooting/swinging into thin air. Secondly, it means you can’t trigger them simultaneously on multiple targets. This is the more significant issue, as it functions as a massive nerf to the amount of toughness regeneration that Mettle provides. Changing it from a source of toughness that scales nicely with threat density, to a flat and fixed source of toughness. If this was intentional, it should have been listed under balance adjustments rather than merely a bugfix.

Load into empty Meat grinder and spawn two enemies.
First Scene: Shoot the air, see the crit talents trigger and generate 5 toughness.
Second Scene: Shoot both enemies at the same time, see it only trigger once to still generate 5 toughness when hitting two enemies.
Third Scene: Compare to previous footage showing it triggering two times when hitting two enemies and generating 10 toughness.
