Issue Description (Required):
The plasma gunner debuff that is normally applied to the player on hit is also applied when the shots that would normally hit a player are blocked or avoided by something like Psyker’s shield, cover or possibly ogryn elites? Sometimes it seems to happen even without cover.
Steps to Reproduce (Required):
- Place down psyker shield between you & plasma gunner
- Plasma gunner shoots at you
