New voice modulator does not play for other players

Issue Description:
The new voice modulator on the “Ecclesiary-approved diadem (holy word pattern)” for Zealot does not get heard by my teammates, instead playing a muffled voice.

Steps to Reproduce:

  1. Load into a game with a zealot wearing the aforementioned helmet.
  2. Have the Zealot play voice lines.
  3. Observe the voice lines do not have the modulation.
