I feel like this is another case of people under valuing something due to what it looks like on the surface. 2 things with this in particular. The seemingly low ammo generation, and the seeming uselessness of the aimbot. But these are surface level judgements that miss how absolutely amazing this build is.
The aimbot itself is pretty useless yes, it does help but if you are skilled its not giving you much. But the +30% fire rate is incredible on arc rifle due to how it works with spreading the electrified status, this makes +30% fire rate much stronger then +30% damage on the arc rifle in terms of DPS. Calculated Priority and Piercing Sight are both also incredibly good damage buffs that turn it into a DPS monster. Ending up with an additional +25% damage and a total of 43.5% crit chance is very good.
Combined with other talents maxing out your ranged damage you can end up with a total of +150% damage and consistently sit at over +100% damage, add in the brittleness talent and assassination protocols and you are shredding crushers as fast, if not faster then chord claw when you consider the AOE effect.
Its a very good build and I really dont know why I dont see many people running it. I feel like people are a little too focused on chord claw spam, and dont get me wrong that is a good, survivable and consistent build with good team support. But this is pumping out psyker damage along with additional support traits, and its not like its a complete slouch in melee either. Most of the buffs here apply to melee just as much as ranged, its just your giving up a lot survivability is all.
This is the build I have been running. Probably not completely optimal but I would bet some derivative of this is top 3 builds for the class, but that will be seen when I or other people get more havoc games in.
For fun I have made a complete min-max version of the build, it is completely insane.

Some things of note:
- The Zapinator 9000 tests are missing at least +70% damage that would be active during normal play from Power Overload + Static Capacitor Drain, Calculated Priority, and Hybrid Combat Covenant (Granted in normal gameplay you could expect to only be getting ~+45% from these). So all of these times are going to be notably slower and use more ammo then in game. That is part of the reason why the 9001 damages are so much better, however I belive 9001 is still going to do more damage due to the rending and also added melee damage.
- This damage scales pretty much linearly with amount of enemies when you consider arc jumps, these test are relatively small so in reality you are probably hitting way more enemies then this in standard gameplay.
Zapinator 9001 Times: (Min-Max Damage)
Crushers + Maulers: 7.54 (God dam, you can probably do even better)
Zapinator 9000 Times: (Still has team utility)
Crushers + Maulers: 9.19 (updated with Static Capcitor Drain active)
Ammo Spent: ~36 shots (Passive Regens in ~5 minutes)

Edit: I have been able to get 13.14 seconds with max DPS executioner stance veteran. I’m guessing Reginald just didn’t use the max DPS build or something. The boltgun could probably get down to ~10 seconds with someone with perfect aim and near instant target switching, so that is a lot closer to this build then I initially thought. But this build still has bolter easily beat in terms of ammo efficiency, and it is going to be hitting better into larger groups do to the AOE.
