I have been unable to get playable FPS even in the Mourningstar and even worse in missions, I have tried to change screen mode (window, borderless and fullscreen) however doing so bugs out UI and escape screen and restarting game after changing screen mode does not fix any issue (tho the game applies the new screen mode)
EDIT : REsolved, disabled AMD FSR
