Execution Order is also not counting the kills for any other purpose either, like stacking Keeping Protocol or providing toughness as far as I can tell.

It apperently doesn’t count any elites and only a couple of the specials.
Only enemies it counts for sure are flamers.
So maybe they just screwed the game up (again) with their stupid event?

I’ve been trying to figure out what rhyme or reason is behind registering kills, and I think perhaps there is some kind of conflict when multiple Arbites are in the game with Execution Order.
One game I got about 200 kills, and then most games I get 1-20 kills, despite performing about the same.
So I was trying to run my head through what caused me to gain so many more kills on the penance that game… well, I was the only Arbites.
At first I thought it was my ranged weapon only registering the kills, because I primarily used my ranged weapon that game.
But then I tested it the next game, and only got 2 kills registered.
Well that game there were 4 Arbites, and all of us had Execution order, likely trying to get the penance.
I’m thinking that when one Arbites Execution Order is marked on a target, and another Arbites Execution Order also marks that same target, there is some sort of conflict with the registering of the kill.
And because everybody is trying to get that penance now after they reduced the requirement, it has become far harder to get the penance.
The bug was probably present before, just not noticable most of the time, as most people don’t run Execution Order.
Forceful and Terminus Warrant are just so much better.

So after testing a few more rounds as the only Arbites, and in a game where the other players were built for killing elites, there is a significant increase in the amount of times I get credit for the Execution Order penance, however there still seems to be times where it doesn’t give credit.
However, every single time my doge makes a kill, credit is given for the penace.
Of course I had the talent “Not Far Behind” on there, and I’m thinking maybe that might be causing some sort of conflict, especially seeing how the doges were recently nerfed not to give 450% more damage.
I’m also rocking Unleashed Brutality, Canine Morale, Voltaic Mandibles, Remote Detonation, Man & Cyber-Mastiff, Razor-Jaw Augment and will look to see which ones are causing a conflict.
My bet would be Not Far Behind or Unleashed Brutality causing the conflict as they both revolve around the Mastiff and Elites, at least one’s parent talent does.
EDIT 2:
After further investigation, there appears to be no correlation with Not Far Behind/Unleashed Brutality and the Execution Order penance.
However, every single time my doge gets the kill, I get credit.
I would continue further investigating to determine the exact source of the bug, but I’m not paid to do this, and have found a sufficient enough explanation to what is giving me credit and just did all of this to complete the penance faster.
Just to add on to this very detailed comment here, I did a bit of testing myself yesterday. At first I thought that it was maybe not counting certain enemies, but there seemed to be no rhyme or reason to when it counted kills on, say, heavy gunners and trappers, versus ogryns. Sometimes it would fire, sometimes it wouldn’t. BUT, as UltimatePowa says, my dog seemed to be the one thing that the kills would consistently count.
Part of me also thought that maybe the type of weapon was a factor, maybe an arbites weapon vs. a weapon available to other classes. But again, sometimes the revolver would count kills, sometimes it wouldnt. Sometimes the arbites maul would count kills, sometimes it wouldn’t.
Legitimately seems to be 0 consistent reasoning behind it that I can deduce, and a conflict of interest between 2+ arbites with the same perk is the likeliest answer.
Either way, it’s like the zealots purging flames penance all over again for me haha.
