Instead of speculating, have you considered they may not give a f***?
eh, most coop games are peer to peer, which requires people to host the game instance on their pc meaning solo really is a given
DT isnt P2P so you gotta promt the server to open a lobby,
and my (unfounded) speculation is that that only can happen if two people come together for some idiotic reason. (maybe they thought that too many lobbies would be created and wanted to reduce serverload)
and they don’t want to touch Networking/lobby building process in fear of messing up something else
This is likely what happened, but as I said in another thread:

Even if they said the above, verbatim, tomorrow, the reaction would be “then why the hell did you not say that in 2022?”
If they said something similar with “other pressing issues have taken priority”, then the reaction would be “like? Adding new game modes no one asked for instead of the Solo Mode that was announced almost 2.5 years ago” or “ok, understandable, but the major issues have been mostly fixed and the new major complaints are lack of earnable aquilas, lack of solo mode, the fomo shop, and lack of mission select, so what’s the new priority, hope it’s one of those…”

Even if we were handed a complete explanation with a big fat sorry, it wouldn’t fill the gaping hole left by solo mode’s absence.
I want solo mode, not a blog post about how much it sucks when plans change and how nobody was happy about it.
If I can’t have it, I’d at least like to hear why, though.
I know I love my analogies, but I would feel better knowing that the restaurant was out of Red Snapper than just not getting what I ordered with no explanation and being told “well, here’s Halibut”
