I thinks there is some bug or something that make brain burst sometime different damage.
Steps to Reproduce (Required):

With this build i first reach 75% peril thanks to the new talent Peril Equilibrium to have some bonus actif with Penetration of the soul and Warp Rider.
Then i kill a bunch of small enemy to have 5 stack of Perfect Timing and the warp damage bonus of Malefic Momentum.
Once i have all those bonus i then target a Crusher with my brain burst who will use a charge of Empowered Psionics with the talent Psykinetic Grip (+20% damage for brain burst), Vulnerable Mind (+20% damage vs ogryn), Focused Warp (+15% Damage on warp attack) and i have the aura Kinetic Presence for +10% Damage against Elite.
With all of that i can have either to use 2 brain burst with Empowered Psionics to deal 3782 then 2719 OR a clean one shot at 6500.
