Issue Description (Required):
The special activation on the illisi mark blaze force sword does not build peril unless a certain time has past after the previous activation, or the empowered attack is ‘consumed’ by hitting a target. Previously, the illisi was capable of continuously building peril by spamming the special activation. Is this a deliberate change?
