Horrible frame drops & stutters (updated)

I’ve been messing with my settings in trying to make the game run smoother to no avail.

My device specs:
Lenovo Legion 5 laptop
RTX 3060 laptop GPU
AMD Ryzen 7 5800H CPU
16gb RAM
512gb SSD (at least 100+gb free)
Operating system: Windows 11, 64-bit
Laptop thermal mode: performance
Nvidia GameReady Driver: 566.36 (newest since Dec05, 2024)
I have not yet tried rolling back to older drivers such as 566.12 or even older.
I have a very effective cooling pad that’s cutting temperatures by 10~15 degrees Celsius while active, so thermal throttling (and therefore reducing performance) is basically not happening in normal circumstances.

I am targeting medium texture quality & medium lighting quality as they make the game look significantly better compared to “low” in both settings and shouldn’t take a significant amount of computational power to achieve.
Everything else within the game’s default graphics options menu.is as low as possible or off.
Mesh LOD is set to 0.7, and the only gore setting active is enemy gibbing.
Profile rendering is also turned off.
DLSS is set to performance mode with Nvidia Reflex in game set to “enabled” but without boost.
I have Nvidia Low Latency set to “Ultra” in Nvidia App, but Image Scaling is not active.

I’ve tinkered with every setting in the graphics options menu, and they didn’t seem to help much in improving framerate stability.
Game runs especially worse in the map “Smelter Complex”, particularly in the final event where the game could turn into a borderline slideshow due to the number of enemies active on screen.

Under low/medium settings (mesh LOS at 0.7, everything low or off besides texture and lighting quality at medium) with 72fps cap:
Game runs with as low as 32fps in 1% low which results in horrible frame time and generally bad feeling in terms of input responsiveness. It frequently is unable to reach the 72fps target and fluctuates between 43~65, despite not reaching high GPU utilization. The 32fps 1% low lines up with the previously reported 64~69 fps lows with frame generation turned on.

With the same graphics settings but now with game-native AMD FSR3.1 frame generation, targeting 40fps cap (80fps in game due to frame gen):
Game runs mostly normal with no notable input issues but suffers significant frame stutters in intense situations.
In these stuttering moments, the game drops to a miserable level of responsiveness (feels like single digit fps) which renders it unplayable at the game’s highest difficulties. Weirdly, despite the game running as low as 43fps in native frames, it cannot maintain a stable 80fps with frame generation in my experience. This is on top of previously reported visual artifacts caused exclusively by frame generation, which dulls the overall experience significantly.

While game is running:
GPU utilization rarely exceeds 90%, only reaching 92% peak.
GPU memory is nowhere close to full (3.9gb used with high quality textures or 3.5gb used with medium quality textures, out of 13.9gb available)
CPU utilization fluctuates between 31~44% usually, rarely going above 50%.
RAM is around 66% usage with 5gb free.

With DLSS-to-FSR3 frame generation mod (available on Nexus mods), it achieves ~same results as the game’s native FSR3.1 frame generation implementation.

I’ve tried disabling my mods (which included some that would improve performance, like FX Limiter) and this had negligible-at-best impact on frame stability.
I’ve tried lowering texture and lighting quality below my target values (low for both) which also had minimalistic impact on frame stability.
I had thought that mesh LOD was causing the problem and lowered it from 1.6 to 0.5, only for the frame stutters to occur again. I then raised it to 0.7.

I’m not exactly looking for very high framerates for this game.
I just want to get a good-looking game with as stable as possible framerates.
I’m only targeting stable 80~90 fps and I have no idea why this would be so incredibly difficult for my device which should be more than capable of reaching it.

more or less identical for me as well and im using a desktop pc with a 4070ti GPU and 13600k CPU

Update:
After troubleshooting for the whole day, I believe the problem is likely CPU bound but still doesn’t correlate with my experience in game. My device might need to get a thermal paste replacement (unsure) but the CPU utilization across all threads never reached 100% on any one of them.

When I spawned 230+ poxwalkers in psykhanium with uncapped framerate (frame generation on), game started dropping frames to as low as 76. This is still higher than my experience in actual matches and I don’t believe the game normally has more than 200 enemies on screen at once. Not to mention my usually targeted framerate is 80fps (40 cap then frame generation) which should really not be a problem.

I think it’s actually just the game running badly and there’s nothing particularly wrong with my device.

Not sure if youve tried yet, but have you tried my stutter fix solutions?

I have 3 of them in the forum’s. The main one is the texture streaming fix + enabled fullscreen optimisations.

Not sure how well you will up with 6bg of VRAM but give it a try and let me know.
