I would like, someone who actually knows if Hive Scum can be Inquisition agents.
Because it looks like some Hive Scum clothes in Darktide have the Inquisition symbol.

Yes. Anyone can be pulled into the Inquisition for any reason an Inquisitor deigns to give.
Dark Heresy has a scum archetype, though it’s more of a rogue/face type, but since every archetype (even the adept) can fight, it’s not much of an issue.
While not exactly a ganger, there have been depictions of what would be otherwise ‘normal’ people being recruited by an inquisitor purely through chance, like the medicae in Magos or the street food vendor in Duty Calls

Eventually, or depends on the situation. The Scum’s one looks hand-made, so I assumed it was something the character took upon themselves to make and wear, and since they’re not trying to infiltrate anything and mostly being sent out on near-suicide missions regularly, the retinue lets it be.

Not only that, but in the Hive Scum intro, Zola approaches them and says something like
“I wish to petition the conclave for aid, Inquisitor Grendyl offers an alliance” (iirc)
Based on that, I can see there being at the very least a thought process or a mutual understanding of “well we’re working together with, and on the same level as, the inquisition, we should show our ties off”, if not being outright suggested by members of the warband proper; Adopting the rosette prominently should help stop anybody giving the Scum a hard time by demonstrating that they’re acting with an Inquisitor’s authority (or authority equal to an Inquisitor’s), at least somewhat, if only temporarily.
Yeah, and it goes both ways too. If they’re not part of the warband and wearing the ‘I’, they’d be smoked by someone who is. In the same way I keep accidentally shooting at my friend’s scum, who looks like a dreg in my peripherals.
IIRC in one of the Cain novels Amberley Vail essentially conscripted a random snack cart vendor into the Inquisition.
So yes, ANYONE can be in the Inquisition. Part and parcel of the whole ‘I have unlimited authority except for what other members of my organization might do to countermand that authority’ deal they’ve got going on.
