Heavy hitter's keystone modifier unstoppable always active?

I just tested in the training arena with and without the keystone modifier unstoppable and it always give me 15% for melee kills per stack (120% at 8 stacks). Someone else have the same or is it just me? All i need is to have the keystone heavy hitter in the passive skill tree.
