Heavy Hitter Buff being blocked by Aura or other Effects

Something seems to block the Heavy Hitter buff from taking affect sometimes. I believe it is an Aura effect of some kind. Sometimes the buff simply will not trigger and this is an issue cause that is a major keystone to just not work.

Steps to Reproduce (Required):

  1. Play as Ogryn with Heavy Hitter
  2. Be in Coherency with a certain Aura (assuming its one that affects melee damage?)
  3. Watch as no Heavy Hitter stacks happen.
