“Hail the Omnissiah” Penance cannot be completed

Issue Description:
The “Hail the Omnissiah” account penance is not retroactively registered as completed despite multiple characters having already “achieved it”, additionally new characters who reach level 4 and “complete” the penance will display the penance notification on-screen as usual, without truly doing so.

Steps to Reproduce:
Reach level 4?
I’ve been playing since the start of the beta and seems to be an account-wide issue.
