In an unfortunate trend, it seems Fatshark didn’t have any other cosmetics ready for Hive Ganger for the first rotation since their release. Hopefully it’s just an anomaly for the first rotation rather than the start of another Arbitrator situation.
It was expected, but I’m still disappointed.
Making cosmetics for Scum shouldn’t be that difficult.
Over the years, the initial classes have received many different Necromunda styled ganger cosmetics which could have been reused for the Scum since they share the same body model.
I wonder if it is “paid content for paid content” that cause issues, like it did in VT2\Xbox where a couple of skins were given freely to the Xbox players.
I wasn’t there when that happened, so I’m not sure what you mean.
Would you be willing to summarize what happened?
These 3 are Premium Cosmetics that are for Premium Careers.
On steam you can buy them regularly, but on the Xbox store you can’t, so those were given for free iirc.

My weightlifting and cardio is powered by regular food (no calorie counting), hatred for my fellow man, and candy/cookies! 
“Unfortunately,” I’m also happily married, so I don’t have the self-hatred that drives you to ruin yourself and get big in the gym.
But also, I just don’t have the type of personality you need to get big.
You could give me all the steroids in the world, the best personal chef and trainer in the world, sponsorship so I didn’t have to work, and I still would never be able to pack on size because I just don’t have it in me.
But the point is, I don’t want to play “myself” in a 40k game.
I want to be a juiced-to-the-gills, steroid-blasting, honest-to-god not-natty person.
Fatshark gave my Scum fentanyl when all I wanted was my stimms filled with a mix of cocaine, amphetamines, HGH, and Tren.
I wanted my anarchist to be totally unhinged, violent and explosive, but Fatshark won’t let me.

Technically they don’t have to be paid cosmetics, atleast if they are for the base 4 gangers.
Sure, some gangs outside Tertium, like from Necromunda, can be premium. But they can always just add new challanges or perhaps stuff in the under-used commissary to give more skins as they did for the other classes - Unless GW, or w/e contract there is prevents it.
