Flame staff penetration

I know this might be all in vain but could you please make a seperate post strictly talking about how you would fix the Flame Staff so we can attempt to make it one of the most liked posts on the Forums.

I kinda already did that: Weapon Changes, Ideas, and Shenanigans

Though admittedly, this was done before I figured out how to upgrade the limiter from “number of targets” to “hitmass”
