No, I don’t think so. The viral trigger has to be activated server-side as far as I remember. So outside of that specific event the frame does not spread.
Confirmation to be obtained by the developers though.

Aren’t these always obtaindable during Geheimnisnacht event when a player gets “bitten” by someone who has this frame equipped, or was that only a limited time thing?
