I.E If I complete “Heldenhammer Time” on Cata, it makes no sense why I should then have to do the exact same thing on a lower difficulty. Other games like Halo did this well, beat the game on Heroic? Congrats, you get credit for every difficulty below it. I’ve noticed other people have this “issue” as well, and it seems odd to me why this hasn’t been addressed or explained. Is it a bug? Or is it intended?

Totally agree with that.
As I did complete legend way before cataclysm came out. I do guess it’s a bug, and should be reported as an issue (as all legend games also complete lower difficulties during challenges)
