This is my experience with a controller on PC since the 4.6 patch:
When spectating or in photo-mode while dead it is now incredibly slow to turn the camera regardless of controller sensitivity or anything.
It takes 5-10 seconds turning the camera around in a full circle once (not exaggerating). this makes it nearly impossible to look around while dead and helping with spotting specials etc… It still works fine with mouse.
