IMO, the shield coverage should only be the shield itself. They can be difficult enough to wrap around the side, let alone having to remember to account for an invisible portion of protection
I think your opinion is right. The Bulwark shields work the same way your block angle works. You literally have to position your character to the side/behind the Bulwark in order to deal damage.
