Block player is not working

Issue Description:

I have blocked a player, because of toxicity of course, and found out that it’s not working, since I still can see its messages and hear his voice on voice channel.

Steps to Reproduce:

  1. Open social after pressing ESC
  2. Select the player in question
  3. Click the block button
  4. UI confirms that the player is blocked
  5. Can still interact with the player

I believe the block function mostly prevents matchmaking. Where did you continue to see/hear this player?

I blocked a player a while ago but still quickplay matched with them after months! I think the block feature is broken as well.
