Pathing from the keystone to the brittleness on pounce node (in that order) is impossible unless pathing from Zealous Dedication

Steps to Reproduce (Required):

1. Be arbitrator
2. Path to execution order keystone without touching serrated maw or zealous dedication
3. Attempt to allocate serrated maw and fail
