Targetted brutality talent suppose to reduce ability cooldown depending on how many targets been hit up to 5 sec max. At the moment it is always restore 5 sec of cooldown even if you hit nothing.
Steps to Reproduce (Required):
Use Break the line without hitting any enemy to reduce cooldown by 5 sec.

Yes, but I haven’t tried disabling them
