I don’t know for sure, haven’t tested, but I think that means the game audio will be decreased when there’s voice over. So when the nice lady is complaining you don’t move fast enough you can hear her over all the chaos going on that’s causing you to not move fast enough.

Bump, would also like to know this. I struggle to hear the dialogue sometimes and subtitles don’t always kick in, they certainly don’t help with enemy chatter
