Fact of the matter is that havoc does not challenge the top percentile of players enough (easier in a four stack in pubs than duo I-II-V-E-G) for them to have less than a 70% minimum win%

The fix would be to allow players to select the modifiers and the top 1% can go nuts. The only rewards should be insignia, frame or title. I don’t understand why there needs to be an entire game mode for that tiny fraction of the player base.
