I also had this weird bug. I changed my loadout from one to another during the lobby at like the last 3 seconds of the match starting. In match => It loaded in my talents from the previous loadout with the weapons from the newly chosen loadout.

Please make sure you don’t have the same Curio equipped in separate slots. This is a known issue causing problems with the saving of loadouts.
