For the record, Thrust and Unstable Power’s tooltips work the same way. Thrust does, in fact, give +20% Strength per stack, up to a maximum of 60%, in the same way Unstable Power gives stacks of +5% Strength per stack, up to a maximum of… 25%? I don’t remember the cap here, but you get the idea.
