Transfer Peril does not give proper returns on investment

Issue Description:
Transfer Peril 4 quells 8% peril on weak spot hit, however, this is 8% over the course of around 3 seconds AND if any additional peril is generated before that duration the blessing’s reward is canceled. In testing I’ve found this to be true too with Exorcist, however repeated weak spot melee hits don’t lead to generating peril and thus this blessing feels like it works as intended (unless you’re using Scrier’s Gaze, which absolutely should synergize with both the mentioned blessings).

Steps to Reproduce:

have Transfer Peril on weapon (Voidstrike in this case)
charge and cast and then immediately start charging again, like you would in a in-game scenario
notice that you only are rewarded with a ~4% reduction in peril
remember that at one point this blessing felt fun to use
feel sad
