Teleport Bells Don't Work on Orthus Offensive

Issue Description (Required):

The teleportation bells show up in the Orthus Offensive special assignment mission. However, if it’s just me and three bots (which it often is because I generally can’t find a deployed lobby when searching) then ringing the bells to teleport to the boss does nothing. If a second player does join, then the bells work. So, how come the bells don’t work if it’s just me and three bots?
