Issue Description:
With Telekine Shield and Telekine Dome, if your ability to cast the dome and like wise have both charges of shield and you have a single warp Charge the ability will not go on CD. It is possible to create an endless amount of shields or domes.
Steps to Reproduce:
Have Telekine shield or Dome
Have Warp Siphon
Get 1 stack of Warp Charge
Cast Combat ability
Ability does not go on CD
