Sniper shoots through concrete bottom of fence

Issue Description:
A sniper shot through the concrete bottom of a fence, only whose upper part should let projectiles pass through.

Steps to Reproduce:
This was the first and only instance when this happened to me, but the concrete part was approximately on head height of the sniper while being on the level of my character’s feet.
