Adrenaline Surge usually refreshes upon reaching max stacks (3) of Trophy Hunter.
It can still be activated with High tally but can’t be refreshed, presumably because Adrenaline Surge procs on 3 stacks rather than 4 or “max stacks”.
High Tally essentially breaks Adrenaline Surge or at the very least requires Trophy Hunter to end before Adrenaline Surge can activated again.
