The indicator of when your spell is fully charged (from volcanic force) is mismatched from the actual full charge timer, as in the buff will show up probably around 0.1+ too late.
Reproduce:
Pick Sienna BW
Pick the Volcanic force talent.
Charge a fully charged bolt at a dummy (with volcanic force).
Charge an almost fully charged one (according to volcanic force).
Values should be the same.
