Psykinetic's Wrath while sliding uses ult with no effect

Issue Description:
When you use Psykinetic’s Wrath during a slide the animation will play, it will consume warp charges (if you have ascendant blaze/quicken), and it will be put on cooldown, but it will have no impact (neither stagger nor soulblaze) on any enemies.

Steps to Reproduce:
Use psyker ult while sliding.

The same thing happens when using the ability while getting stunned.
I think it is (but am not entirely sure) the stun from getting the toughness broken.
