Got a video of it? You say most Psykers, but after they fixed a bug where you could Quell/LMB to attack about two times as fast, there has been ZERO such occurrences on Psykers from what I’ve experienced. Ten times as fast? That would probably explode the game. 
Could it be you are seeing someone running a crit build with a staff that shoots twice on crits?
