Penance requires me to kill radio operator

I bought the game few days ago. I noticed two penances, traitorous collective and renegade master, that are quite basic but require me to kill radio operators which as far as I’m aware aren’t in the game anymore. So I can’t finish them in any way and it really bothers me

1. I started playing
2. I can’t finish penances
