Patch 1.1.22 broke commissar's cap with hairstyles

Issue Description:
Commissars caps does not show hair styles after the hotfix came out.

Without the hat:

I noticed this as well, I hope this isn’t permanent. If someone wanted to be bald while wearing it you can just pick the bald haircut

Same here. It’s sad. I was hot for commissar now she looks like the hat is too big. :joy:

The “Commissar’s Cap (Red)” also shares the same bald issue.

The “Officer’s Jacket (Grisfield Style, Red)” also looks a bit unaturally oversized compared to the other armors.
