Normaly tagged enemies cannot be tagged for Arbites dog to attack

Issue Description (Required):

If input settings Companion Tag is set to “Press Once” then you can’t do a companion tag on enemy that was tagged by an ally with normal tag.

If Companion Tag is set to “Press Twice” tagged enemy is taggable for the dog, but that setting is insufferable to use in real combat. We better have a separate key bind for Companion Tag.

Steps to Reproduce (Required):

  1. Play as Arbites with a dog.
  2. Set Companion Tag input setting to “Press Once”.
  3. Make teammate tag enemy with normal tag.
  4. Try to tag that same enemy to be attacked by a dog, it can’t be tagged.

Yes, but I haven’t tried disabling them
