Missing penal clothing from character creation

I recently created an Ogryn, during the character creation, I noticed that no matter what crime I picked, the outfit would default back to yellow on the final naming screen. Then, during the prologue and afterwards, I had no default clothes in my inventory. I did back out of some options while creating the character, which might have caused an issue.

Steps to Reproduce (Required):

1. Create Character (Reject)
2. Play through prologue
3. No outfit available
