"Get off me!" penance is borked

Issue Description (Required):

Won’t progress past 25, I am absolutely 100% certain. I’ve been sitting on 25 for about 10 missions now and have made it a point to wait for the dogs to be mid air before pushing them, I’ve probably done it at least 100 times by now.

If you need me to I can try to produce a video of it showing my penance count, pushing a dog mid air, then showing the count again after.

Yes, but I haven’t tried disabling them
