Seems like in certain conditions, executioners stance can be stuck in a way where the cool downs no longer charges and the ability cannot be activated.
Steps to Reproduce (Required):
1, Take Executioner’s Stance on Vet
2, use it just before you are CCed and downed (if your activation animation is interrupted I think)
3, the ability stops charging and remains at 0 percent until death, barring your character from using the ability the entire game

Yes, and I’ve tried disabling them
