Issue Description:
Enhanced target priority has never, ever worked for me. Relentless also never works half of the time
Steps to Reproduce:
ETP Doesnt work. With mods, without mods, me doing the hability for someone, someone doing the hability for me. Relenless sometimes doesn’t trigger when targeting a shooter when you have Counterfire, sometimes, never triggers even with specialist or elite.
