Issue Description (Required):

The Celerity Stimm causes staves and plasma guns charge SLOWER.

Steps to Reproduce (Required):

  1. Go into meat grinder as a psyker equipped with a staff or a vet with a plasma gun
  2. Use the celerity stimm and notice how much slower the charge of the staff’s secondary attack is.
