Do you mind trying to turn on “smaller network packets” under network settings. And seeing if you get the issue when joining a friend again.
Non of my friends were currently available for this test so I tried out the lobby browser to deliberately join as the wrong hero worked but this happened:
Also lost connection afterwards really don’t recommend this setting. 
yep, so that’s the bug. It seems it is indeed tied to “smaller network packets”. Interesting.
Yes switching in keep with "smaller network packets” never switches the hero in friends lobby (client).
