Why do the value ranges for weapon parameters show unreachable max ranges?

When inspecting a weapon’s parameters, like this shovel’s First Target stat, why does the value range show 0.75 to 1.25, when 1.25 is unreachable? As you can see, the shovel has the 80% First Target parameter and the multiplier is 1.15, not 1.25.

I had been trying to use the difference between the current value and the max to see if a weapon was worth buying or not (e.g., if the current value was a tolerable distance from the max or not) and noticed that it actually shows the values as if we could reach 100%, but we can’t, thereby making all estimates using those values underrepresent what we have.

I’m sure the leftover 20% might be used for reds in the future, but that has never been more than a theory, not confirmed in any capacity by Fatshark as far as I’m aware, so these ranges should reflect what is actually achievable in-game, until that’s different.

Because that last paragraph is what Hedge has confirmed more or less, don’t feel like looking for that exact post but yeah basically. They’re there because the current is not the max power level of items. I also heard that dataminers saw strings for 90% ratings, so we could be getting power crept soon.
