Part of me figures this is just a case of Hive Scum tag not being added to the item but ya never know. I mean the Munitorum MK IIC Vox Caster can be worn by Hive Scum but the Theta-901 cant. If thats intentional it makes no sense so giving benefit of the doubt here lol.
