Issue Description:
Voidstrike (and other staff) primary action shot has a high suppression value even when the shot misses, but secondary charged shots have none except on a direct hit and even then the values are very low. It makes little sense for Voidstrike in particular as the secondary is supposed to be just a more damaging and cleaving version of the primary. The explosion also does not suppress except on a direct hit.
