Get trauma staff with surge, go to the testings ground - see that it not work at charged attack. AT ALL.

It’s likely intentional since surge says “2 **shots** on critical hit”. But the charged attack doesn’t shoot anything, it causes a remote explosion. Only the primary attack does (and it works on this)

I really find it hard to believe that making a blessing utterly pointless is _intentional._
