Trapper can trap you while falling

Issue Description (Required):

While falling on Rolling Steel (from top of train to bottom), I was trapped by a trapper who was located on the upper level, and yanked back to the upper level while I was on my way down to the lower level. Is this intentional?

Steps to Reproduce (Required):

  1. While between vertical platforms
  2. Get trapped
  3. Trapper will haul you to the upper platform despite falling and being out of line-of-sight
